Meeting with the CMD BSNL
Com. P. Abhimanyu, GS, com. V.A.N. Namboodiri,
President and com. Swapan Chakraborty, AGS met Shri A.N. Rai, CMD BSNL
yesterday the 04.07.2014. The leaders greeted him for assuming charge as the
CMD BSNL. The following issues were discussed.
(1) Revision of pension based on 78.2% IDA merger.
The CMD BSNL was urged to
constantly persue with the DoT, the case of revision of pension based on 78.2%
IDA merger. The CMD assured that he would personally persue the case.
(2) Payment of Medical Allowance to
the pensioners.
The Forum and JAC is persuing the
case of restoration of Medical Allowance to the employees.However, it is not
accepted on the plea that the Company’s financial position is in a bad shape.
Hence, the CMD was urged, to atleast restore the Medical Allowance to the
pensioners, since they are facing many problems in claiming reimbursement. The
CMD assured that this demand would be looked into.
(3)
Harassments by the GM, Jamshedpur.
The
leaders pointed out the harassments by the GM, Jahsmedpur is continuing
unabatedly. The latest example is that the District Secretary of BSNLEU who has
been issued with a charge sheet, is directed to attend the disciplinary
proceedings at New Delhi, since an officer of the MTNL Delhi is appointed as
the Enquiry Officer. The CMD assured that needful would be done in this regard.
(4) Non-holding of Welfare Board and Sports
& Cultural Board meetings.
It
was pointed out that the Welfare Board and Sports & Cultural Board meetings
are not held for the
past
three years, despite repeated appeals of BSNLEU to hold the same. The CMD
assured to do
the
needful.
(5)
Denial of Special Casual Leave for the Central Secretariat meeting of BSNLEU.
It
was pointed out that the SR Branch of Corporate Office had willfully denied the
special casual
leave
facility for the Central Secretariat meeting, to be held on 20.07.2014. The CMD
assured that
the
needful would be done in this regard.

Sub: - Settlement of Retirement benefits in time, at the time
of superannuation - reg.
At the time of formation of BSNL
in the Wellfare Committee meeting in the presence of the
Communications Minister it was agreed that allll the cllaim
of the officialls willll be settlled and paid on
the date of retirement and the officiall honoured by the
topmost officer at the pllace.
But in many circlles, the cllaims
are not settlled and paid on the retirement day. The retirees are
compelllled to approach the Management for days and weeks
for the settllement. This is unfortunate.
I woulld request you
to issue strict instructions in the matter and ensure that the retired
emplloyees
are not put to hardship for getting their dues.

NAMBOOTHIRI MEETS MEMBER (FINANCE)….78.2%
Once again today, 1st July, Com.
V.A.N.Namboodiri, Convener, Forum and Advisor AIBDPA met Ms. Annie Moraes,
Member (Finance) and conveyed the deep resentment and dissatisfaction of the
workers on the undue delay in issuance of the orders on 78.2% IDA merger for
the BSNL Pensioners, who retired before June 2014.
Even
the reply to the queries raised by the Department of Expenditure have not been
furnished. There have been differences in the DOT itself how to settle the
issue. From the discussion with Member (Finance) it became clear that the DOT
is of the opinion that Cabinet decision is required in the matter. This is most
unfortunate. After delaying the matter more than one year, further delay is
going to take place.
The Forum as well as AIBDPA has to seriously discuss what should be the next step for early resolution of the issue, so that our senior comrades get their due claims.

We are bringing to
your kindsellf, the follllowing llong pending issue for favourablle
consideration and
earlly decision.
BSNL absorbed DoT
emplloyees are elligiblle for government pension as per the agreement signed at
the time of formation of BSNL between the Staff Federations
& DoT.
After the conversion
of CDA scalles in to IDA scalles in 2000 and wage revision in 2007, as per PSU
system, the pension of BSNL pensioners were revised.
BSNL emplloyees have
been granted 78.2% IDA merger fixation notionalllly w.e.f. 01-01-2007 and
actualllly from 10-06-2013, the date on which DOT issued
orders for the same (DOT 64-01/2012-SU
dated 10-06-2013). But the pensioners who retired before
10-06-2013 have not received the same in
their pension, as separate orders are required, which are yet
to be issued. To settlle the issue, the
Presidentiall Directive issued by DOT has to be revised to
extend the benefit of merger of 50% IDA
with basic pay w.e.f. 01-01-2007, effectivelly amounting to
78.2% for the purpose of fitment and pay
fixation on actuall basis, instead of notionall pay fixation
keeping the arrear payment deferred as per
agreement. This fixation is based on the decision of DPE and
is impllemented in allll Departments and
PSUs. But the BSNL pensioners are denied the benefit of the
same. This is pending llong in DOT /Dept.
of Expenditure without any decision, resullting in deprivall
of the same to the BSNL pensioners.
Favourablle decision may kindlly be taken in the matter at
the earlliest which willll be a great rellief to
these senior citizens.
