புதிய பென்ஷன் திட்டத்தில் கிராஜுவிட்டி, குடும்ப ஓய்வூதியம் இல்லாததால் தமிழகத்தில் ஒரு லட்சம் ஆசிரியர்கள் உள்பட 2 லட்சம் அரசு ஊழியர்கள் பாதிக்கப்பட்டுள்ளனர்.

மத்திய அரசுப் பணியில் கடந்த 2004-ம் ஆண்டு ஜனவரி 1-ம் தேதிக்கு பிறகும், தமிழக அரசுப் பணியில் 2003 ஏப்ரல் 1-க்கு பிறகும் சேர்ந்த அரசு ஊழியர்கள், ஆசிரியர்கள் அனைவரும் புதிய ஓய்வூதிய திட்டத்தின் (என்.பி.எஸ்.) கீழ் சேர்க்கப்படுகின்றனர்.

புதிய பென்ஷன் திட்டத்தின்படி, அரசு ஊழியரின் அடிப்படைச் சம்பளம், தர ஊதியம், அக விலைப் படி ஆகியவற்றில் ஒவ்வொரு மாதமும் 10 சதவீதம் பிடித்தம் செய்யப்பட்டு பங்களிப்பு ஓய்வூதிய நிதியில் (சி.பி.எப்.) சேர்க் கப்படுகிறது. அதே தொகைக்கு இணையான தொகையை அந்த ஊழியரின் கணக்கில் செலுத்து கிறது. இவ்வாறு சேரும் தொகை யில் 60 சதவீதம், அந்த ஊழியர் ஓய்வு பெறும்போது மொத்தமாக வழங் கப்படும். மீதமுள்ள 40 சத வீதத் தொகை, பங்குச்சந்தையில் முதலீடு செய்யப்பட்டு மாதாமாதம் ஓய்வூதியமாக அவருக்கு அளிக்கப்படும்.

ராணுவத்தினருக்கு விதிவிலக்கு

இதில் எவ்வளவு ஓய்வூதியம் கிடைக்கும் என்பதற்கு எந்த விதமான உத்தரவாதமும் அளிக்கப் படவில்லை. புதிய ஓய்வூதிய திட்டப்பணியை மத்திய அரசின் ஓய்வூதிய நிதி ஒழுங்குமுறை மேம்பாட்டு ஆணையம் (பி.எப்.ஆர்.டி.ஏ.) என்ற அமைப்பு கவனித்து வருகிறது. புதிய ஓய்வூதியத் திட்டத்தில் இருந்து ராணுவத்தினருக்கு மட்டும் விதிவிலக்கு அளிக்கப்பட்டுள்ளது.

மேற்குவங்கம், திரிபுரா ஆகிய 2 மாநிலங்கள் மட்டும் புதிய பென்ஷன் திட்டத்தைப் பின்பற்றவில்லை. நீண்டகாலமாக எதிர்ப்பு தெரிவித்து வந்த கேரள அரசுகூட கடந்த ஆண்டு முதல் புதிய பென்ஷன் திட்டத்தைப் பின்பற்றத் தொடங்கிவிட்டது.

கிராஜுவிட்டி ரத்து

அரசு ஊழியர்கள் பணியில் இருந்து ஓய்வுபெறும்போது கிராஜுவிட்டி (பணிக்கொடை) கிடைக்கும். பணிபுரிந்த ஒவ்வோர் ஆண்டுக்கும் 15 நாள் சம்பளம் என்ற அடிப்படையில் கணக் கிடப்பட்டு அதிகபட்சம் 16.5 மாதங் களுக்கு இணையான சம்பளம் (உச்சவரம்பு ரூ.10 லட்சம்) பணிக்கொடையாக வழங்கப்படும்.

அதேபோல், 30 ஆண்டுகள் பணியாற்றியிருந்தால் முழு ஓய்வூதியம் அதாவது கடைசியாக வாங்கிய சம்பளத்தில் 50 சதவீதம் ஓய்வூதியமாக கிடைக்கும். ஓய்வூதியதாரர் மரணம் அடைந்தால் அவரது மனைவி அல்லது வாரிசுகளுக்கு 30 சதவீதம் குடும்ப ஓய்வூதியமாக வழங்கப்படும். இந்நிலையில், பிஎப்ஆர்டிஏ அண்மையில் வெளியிட்ட ஒரு அறிவிப்பில் புதிய பென்ஷன் திட்டத்தில் உள்ளவர்களுக்கு கிராஜுவிட்டி கிடையாது என்று கூறப்பட்டுள்ளது.

பிஎஸ்என்எல் (பாரத் சஞ்சார் நிகம் லிமிடெட்) செலவினத்தைக் குறைக்கும் வகையில், அதன் ஊழியர்கள் ஒரு லட்சம் பேருக்கு விருப்ப ஓய்வு அளிக்கும் திட்டம் மத்திய அரசிடம் தாக்கல் செய்யப்பட்டுள்ளது.

இந்தத் தகவலை மத்திய தொலைத் தொடர்புத் துறை அமைச்சர் ரவிசங்கர் பிரசாத் மாநிலங்களவையில் தெரிவித்தார்.

இது தொடர்பாக மாநிலங்களவையில் அதிமுக உறுப்பினர்கள் குழுத் தலைவர் டாக்டர் மைத்ரேயன், தனியார் தொலைத்தொடர்பு நிறுவனங்கள், நஷ்டத்தில் இயங்கி வரும் பிஎஸ்என்எல்லுக்கு செலுத்த வேண்டிய தொலைத்தொடர்பு சேவைக்குரிய நிலுவைக் கட்டணத்தை வசூலிக்க எடுக்கப்பட்டுள்ள நடவடிக்கை தொடர்பாக கேள்வி எழுப்பியிருந்தார். அதற்கு ரவிசங்கர் பிரசாத் வெள்ளிக்கிழமை அளித்த எழுத்துப்பூர்வ பதில் வருமாறு:

இந்த ஆண்டு மார்ச் 31-ஆம் தேதி நிலவரப்படி பிஎஸ்என்எல்லுக்கு தனியார் தொலைத்தொடர்பு நிறுவனங்கள் ரூ.1,206.65 கோடி அளவுக்கு நிலுவைக் கட்டணம் செலுத்த வேண்டியுள்ளது. அதில், ரூ.1,053.84 கோடிக்குரிய கட்டணம் தொடர்பாக தனியார் நிறுவனங்கள் சில முறையீடுகளை செய்துள்ளன.

நிலுவைக் கட்டணத்தை வசூலிக்க தனியார் தொலைத்தொடர்பு நிறுவனங்களிடம் இருந்து வங்கி உத்தரவாதம் பெறுவது, மத்தியஸ்த முறையில் பேச்சு நடத்துவது உள்ளிட்ட நடவடிக்கைகளை மேற்கொள்ளுதல் போன்றவற்றில் பிஎஸ்என்எல் ஈடுபட்டுள்ளது.

வாடிக்கையாளர்கள் தரைவழி தொலைபேசி சேவையில் இருந்து செல்போன் சேவைக்கு வேகமாக மாறி வருவதால் பிஎஸ்என்எல் சேவை எண்ணிக்கை சரிவடைந்து வருகிறது. தொலைத் தொடர்புத் துறையில் கடுமையான போட்டி நிலவுகிறது. இந்த நிலையில், போட்டியை சமாளிக்கும் வகையில் உள்கட்டமைப்பு வசதியை விரிவுபடுத்த தேவைப்படும் முதலீடுகள் பிஎஸ்என்எல் வசம் இல்லை. அதன் ஊழியர்களுக்கான செலவினம் கூடுதலாக உள்ளது.

பிஎஸ்என்எல் புனரமைப்பு நடவடிக்கையாக, அந்த நிறுவனம் மத்திய அரசுக்கு அளிக்க வேண்டிய ரூ.1,411 கோடி கடன் தொகை தள்ளுபடி செய்யப்பட்டுள்ளது. பிஎஸ்என்எல்லின் வளங்களை உரிய முறையில் பயன்படுத்தவும், அதன் ஊழியர் செலவினத்தைக் கட்டுப்படுத்தவும் ஒருங்கிணைந்த புனரமைப்புத் திட்டத்தை மத்திய அரசு வகுத்து வருகிறது. பிஎஸ்என்எல் நிர்வாகமும் தனியாக புனரமைப்புத் திட்டத்தைச் செயல்படுத்தி வருகிறது. அதன்படி, சுமார் ஒரு லட்சம் ஊழியர்களுக்கு விருப்ப ஓய்வு அளிக்கும் திட்டத்தை அந்த நிறுவனம் தயாரித்துள்ளது. இதன் மூலம் ஊழியர்களுக்கான செலவினம் குறையும். இந்தத் திட்டம் தொடர்பான பரிந்துரைகளை மத்திய அமைச்சர்கள் குழு ஆய்வு செய்த பிறகு, பிஎஸ்என்எல்லுக்கு தேவைப்படும் நிதியுதவியை மத்திய அரசு வழங்கும் என்றார் ரவிசங்கர் பிரசாத்.

மாவட்ட AIBDPA ஓய்வூய்தியர் கூட்டம் நடைபெற்றது. மாநிலசெயர் 

.k.நரசிம்மன் சிறப்புரையாற்றினர்.

நமது சங்கத்தின் தொடர் முயற்சியால்   78.2 % D.A file DOT லிருந்து DEPT OF EXPENDITURE க்கு அனுப்பப்பட்டது.

Meeting with the CMD BSNL

 Com. P. Abhimanyu, GS, com. V.A.N. Namboodiri, President and com. Swapan Chakraborty, AGS met Shri A.N. Rai, CMD BSNL yesterday the 04.07.2014. The leaders greeted him for assuming charge as the CMD BSNL. The following issues were discussed.

 (1) Revision of pension based on 78.2% IDA merger.

The CMD BSNL was urged to constantly persue with the DoT, the case of revision of pension based on 78.2% IDA merger. The CMD assured that he would personally persue the case.

(2) Payment of Medical Allowance to the pensioners.

The Forum and JAC is persuing the case of restoration of Medical Allowance to the employees.However, it is not accepted on the plea that the Company’s financial position is in a bad shape. Hence, the CMD was urged, to atleast restore the Medical Allowance to the pensioners, since they are facing many problems in claiming reimbursement. The CMD assured that this demand would be looked into.

(3) Harassments by the GM, Jamshedpur.

The leaders pointed out the harassments by the GM, Jahsmedpur is continuing unabatedly. The latest example is that the District Secretary of BSNLEU who has been issued with a charge sheet, is directed to attend the disciplinary proceedings at New Delhi, since an officer of the MTNL Delhi is appointed as the Enquiry Officer. The CMD assured that needful would be done in this regard.

 (4) Non-holding of Welfare Board and Sports & Cultural Board meetings.

It was pointed out that the Welfare Board and Sports & Cultural Board meetings are not held for the

past three years, despite repeated appeals of BSNLEU to hold the same. The CMD assured to do

the needful.

(5) Denial of Special Casual Leave for the Central Secretariat meeting of BSNLEU.

It was pointed out that the SR Branch of Corporate Office had willfully denied the special casual

leave facility for the Central Secretariat meeting, to be held on 20.07.2014. The CMD assured that

the needful would be done in this regard.

                At the time of formation of BSNL in the Wellfare Committee meeting in the presence of the

Communications Minister it was agreed that allll the cllaim of the officialls willll be settlled and paid on

the date of retirement and the officiall honoured by the topmost officer at the pllace.

                But in many circlles, the cllaims are not settlled and paid on the retirement day. The retirees are

compelllled to approach the Management for days and weeks for the settllement. This is unfortunate.

 I woulld request you to issue strict instructions in the matter and ensure that the retired emplloyees

are not put to hardship for getting their dues.

NAMBOOTHIRI MEETS MEMBER (FINANCE)….78.2%

Once again today, 1st July, Com. V.A.N.Namboodiri, Convener, Forum and Advisor AIBDPA met Ms. Annie Moraes, Member (Finance) and conveyed the deep resentment and dissatisfaction of the workers on the undue delay in issuance of the orders on 78.2% IDA merger for the BSNL Pensioners, who retired before June 2014.

 Even the reply to the queries raised by the Department of Expenditure have not been furnished. There have been differences in the DOT itself how to settle the issue. From the discussion with Member (Finance) it became clear that the DOT is of the opinion that Cabinet decision is required in the matter. This is most unfortunate. After delaying the matter more than one year, further delay is going to take place.

The Forum as well as AIBDPA has to seriously discuss what should be the next step for early resolution of the issue, so that our senior comrades get their due claims.

 We are bringing to your kindsellf, the follllowing llong pending issue for favourablle consideration and

 BSNL absorbed DoT emplloyees are elligiblle for government pension as per the agreement signed at

the time of formation of BSNL between the Staff Federations & DoT.

 After the conversion of CDA scalles in to IDA scalles in 2000 and wage revision in 2007, as per PSU

system, the pension of BSNL pensioners were revised.

 BSNL emplloyees have been granted 78.2% IDA merger fixation notionalllly w.e.f. 01-01-2007 and

actualllly from 10-06-2013, the date on which DOT issued orders for the same (DOT 64-01/2012-SU

dated 10-06-2013). But the pensioners who retired before 10-06-2013 have not received the same in

their pension, as separate orders are required, which are yet to be issued. To settlle the issue, the

Presidentiall Directive issued by DOT has to be revised to extend the benefit of merger of 50% IDA

with basic pay w.e.f. 01-01-2007, effectivelly amounting to 78.2% for the purpose of fitment and pay

fixation on actuall basis, instead of notionall pay fixation keeping the arrear payment deferred as per

agreement. This fixation is based on the decision of DPE and is impllemented in allll Departments and

PSUs. But the BSNL pensioners are denied the benefit of the same. This is pending llong in DOT /Dept.

of Expenditure without any decision, resullting in deprivall of the same to the BSNL pensioners.

Favourablle decision may kindlly be taken in the matter at the earlliest which willll be a great rellief to

these senior citizens.

78.2% IDA MERGER-FORUM TO PURSUE VIGOROUSLY.

The meeting of the Forum of BSNL Unions/Associations held,today, the 25th June,2014

has discussed the issue of 78.2% seriously and decided to pursue it with the DOT

vigorously for an early settlement. Com. V. A. N. Namboodiri, earlier  reported the latest

developments with regard to this issue. He also reported the efforts to submit a joint

memorandum to the 7th Pay Commission, incorporating the issues in BSNL. Com. Islam

Ahmed, President, NFTE presided over the meeting.

Sub: - Extension of 78.2% IDA merger to the BSNL pensioners – Unwarranted delay and unhelpful approach of DoT - reg.

We are really constrained to bring your kind attention a burning issue of the BSNL Pensioners for early intervention and redressal.

BSNL employees were granted the benefit of merger of 50% IDA with basic pay with effect from 01.01.2007, effectively amounting to 78.2% for the purpose of fitment and pay fixation vide DOT order 64-04/2012-SU dated 10.06.2013.

 It was mentioned that no arrears will be paid and the fixation will be made notionally w.e.f. 01.01.2007 with actual payment prospectively from 10.06.2013.

Since then, we have been pursuing with all the officers in DOT including the Secretary, DOT to cause necessary action to extend this benefit to the BSNL pensioners, retired before 10.06.2013. Inspite of our strenuous and repeated efforts, the issue was not being dealt by the DOT Officers seriously and the clarifications sought by the Department of Expenditure ha snot been furnished even after three months. Now, after much pressure the DOT is reported to have finalized the reply to the Department of Expenditure, much to the disadvantage of the BSNL pensioners on the following points.

(1) No arrears to the pensioners. BSNL Pensioners are eligible to get arrears from 01.01.2007 on fixation at 78.2%, as there is no provision in the FRto fix the pension notionally. Further, BSNL employees were not given the arrears due to financial constrains of BSNL. This position is not applicable to the BSNL pensioners since the pensionary benefits are paid from the consolidated fund of Government of India by virtue of Rule 37 A of CCS (Pension) Rules 1972.

(2) Cabinet approval required for the pre 2007 BSNL retirees.Cabinet approval was obtained for the 78.2% IDA merger. Further when 68.8% was granted to the pre 2007 BSNLpensioners, formal approval of cabinet was also obtained. Extension of benefit of 78.2% being continuation of thesame, no fresh cabinet approval is required. Most of the DoT officers during our discussion had shared the sameview. The Department of Expenditure, according to our information, has the same opinion. But contrary to our

expectation DoT has finally decided to seek cabinet approval which means further delay.

Sir, one year has elapsed after this benefit was given to the BSNL employees and the unwarranted delay in extending it to the pensioners is causing much pain and resentment among the pensioners. Therefore we request your interventionin the matter for early favourable settlement. We shall be much obliged, if you kindly grant us a personal hearing in this regard.

         BSNL ஓய்வூதியர்களுக்கு வழங்கப்படவேண்டிய  78.2% DA MERGER தரப்படாமல் இழுத்தடிக்கும் நிர்வாகத்தை கண்டித்து, நமது மத்திய சங்க அறைகூவலின்படி ஆர்பாட்டம் நடைபெறும்.

அதோ,இதோ என்றுஓராண்டு ஆகி விட்டது.ஆம்.பணியில் உள்ள BSNL ஊழியர்களுக்கு 78 .2 த.DA merger 10.6.2013 ல் வழங்கபட்டது ஆனால்

ஒப்பந்தப்படி ஓய்வூதியர்களுக்கு 78 .2 த.DA merger வழங்குவதற்கு அதிகாரவர்க்கம் இழுத்தடிகிறது.

பல முறை உறுதி அளிக்கபட்டும் கோப்பு DOT இருந்து DEPARTMENT OF EXPENDITURE நகரவில்லை. இது ஓய்வூதியரிடையே கொந்தளிப்பைஏற்படுதிள்ளது.

எனவே 5.6.2014 போராட்டம் நடத்த மத்திய சங்கம் அறைகூவல் விடுத்துள்ளது.

முதன் முதலாக pension வாங்கும்போது வங்கிகளால் உண்டாகும்

Sub: Simplification of pension procedure - submission of undertaking by retiring

Government servant along with pension papers - reg.

'The Scheme for Payment of pensions to Central Government Civil Pensioners

through Authorised Banks', issued by the Central Pension Accounting Office provides for an

undertaking to be submitted by the retiring Government servant/pensioner to the pension

disbursing bank before commencement of pension. The pensioner undertakes to refund or

make good any amount to which he is not entitled.

2. It has been found that the first payment of pension after retirement gets delayed mainly

due to two reasons. One, the delay in receipt of intimation by the pensioner that pension

papers have reached the bank and two, delay on part of the pensioner in approaching the

bank for submission of undertaking.

3. The feasibility of submission of undertaking by the retiring Government servant along

with pension papers had been under consideration in the Government for some time. The

following simplification has therefore been approved with the concurrence of Department of

Expenditure, vide their I.D. No.130/E.V/2014, dated 24th February, 2014. The required

undertaking may be obtained by the Head of Office from the retiring Government servant

along with Form 5 and other documents before his retirement. This undertaking shall be

forwarded to the pension disbursing bank along with the Pension Payment Order by the

Accounts Officer/CPAO following the usual procedure. The bank shall credit the pension to

the account of the pensioner as soon as this Undertaking is received along with the pension

documents.

4. The pensioner would no longer be required to visit the bank to activate the first

payment of pension. Therefore, after ascertaining that the Bank's copy has been despatched

by the Central Pension Accounting Office, the pensioner's copy of the Pension Payment

Order (PPO) may be handed over to him at the time of retirement along with other retirement

dues. This should be feasible in all cases where the Government servant had submitted

pension papers within the time-limits prescribed in the Central Civil Services (Pension)

Rules, 1972.

5. An employee posted at a location away from the office of the Head of Office or

who for any other reasons feels that it would be more convenient to him to obtain his copy of

PPO from the bank, may inform the Head of Office of his option in writing while submitting

his pension papers.6. Office of Controller General of Accounts is requested to instruct all Pay and Accounts

Offices and all pension disbursing banks to follow the above procedure as well as make

necessary amendments to the pension sanction and payment procedures and the Scheme

Booklet.

7. All Ministries/Departments are requested to follow the above procedure

henceforth. Department of Posts and Department of Telecommunications are requested to

make suitable amendments to the instructions to the Accounts Officers and pension

disbursing Post Offices/Banks to adhere to the above procedure.
